On-site recruitment consultants

We installed an on-site, proactive team of recruitment consultants who are responsible both for the delivery of existing temporary staff and for anticipating future resource requirements. The team is based at the County Hall, and works closely with departments so it can do this effectively – while leaving Surrey County Council to focus on their objectives without worrying about resources. For example, the recruitment team works closely with the supply chain to ensure skills shortages are highlighted, so they can focus on sourcing the right candidates.

Working with Hiring Managers

The recruitment team sources and pre-screens candidates on behalf of Hiring Managers. Surrey County Council only see the CVs of relevant candidates, saving Hiring Managers time.

HR management

Our on-site recruitment consultants perform an HR management function for the successfully contracted temporary employees. They manage and motivate temporary employees through regular appraisals and performance reviews. The Council found that they had a high proportion of long serving temporaries in situ. Manpower has helped them to migrate these staff onto contracts of employment, reducing the Council's liability. We also look after these staff to ensure that they receive consistent work, and that the council therefore benefits from proven, experienced talent.

Web-based contract management

We also implemented our web-based resourcing facility – our Contract Management System – so all contracts can be managed from order to invoice. Using this, all processes can be tracked, approved and reported as necessary.

Fast delivery

The seven-week timescale to implement the contract left no time for error – and the solution was delivered on time and without any detriment to Surrey County Council’s service.
